Gifted and Talented programs given new life under revamped plan

Education Chancellor David Banks and Mayor Eric Adams announced an expansion of the Gifted and Talented programs to every school district in the city.

The program, which starts at the Kindergarten level with an opt-in citywide test, will have 100 seats added to the existing 2,400 enrollment slots.

The admissions tests administered annually to thousands of rising Kindergarteners will be replaced with a student evaluation and eventual nomination by their pre-K teachers to a lottery system, or through an interview process if they are not yet in school, or attend a private or parochial school program.

The Adams administration says this universal pre-K screening takes the initial burden off families and will increase access to the program, resulting in a more diverse eligibility pool.

At the third-grade level, 1,000 seats will be added to the program.

Although it is not clear yet which schools in Brooklyn and Queens will be receiving the additional seats, the revival of the Gifted and Talented program was met with mixed reactions from elected officials. The Department of Education did not identify which districts will receive additional seats, despite multiple requests for clarification.

With just weeks left in his tenure, then-Mayor Bill de Blasio announced last October plans to phase out the Gifted and Talented program. De Blasio planned to replace the program with “Brilliant NYC,” which would allow students eight and older to participate in accelerated learning programs while remaining in their original classroom.
De Blasio envisioned a program that was touted to reach 26 times more students than the current Gifted and Talented program, and offer a more widespread approach to attain a more inclusive model.

Critics of the Gifted and Talented program argue that the diversity of the program does not reflect the student body population. While Black and Latino kids make up the majority of city students – at approximately 65 percent – the Gifted and Talented programs enroll more than 75 percent of students who are either white or Asian.

The Adams administration says the expansion of the program is the result of the Department of Education’s engagement with and feedback from parents and diverse community stakeholders.

“We’re doubling down on this administration’s commitment to our youngest New Yorkers by adding additional seats and removing inequities in the admission process to allow students throughout this city to gain access to accelerated learning,” Mayor Adams said. “And thanks to this expansion, for the first time ever, there will be a Gifted and Talented program in every school district in this city. This is how we give every young person an opportunity to grow, to learn, to explore their talents and imagination.”

Elected officials along with education advocates voiced their approval of the new Mayor’s plan, while others claim that the move simply expands an already inequitable initiative.

Councilwoman Linda Lee, representing the 23rd District in Eastern Queens, has been advocating for the expansion of the Gifted and Talented program since before she was elected. With her youngest son eligible to test-in next year, Lee applauded last week’s announcement from the Mayor and Schools Chancellor.

“Since the fall, parents, community leaders, and elected officials have consistently called for G&T to be restored, and today the Mayor and Chancellor demonstrated that they are listening,” Lee said. “By not just expanding the number of seats available citywide, but also expanding programs to every school district in the City, and allowing students to test into the program at later ages, this new program will prove that we can have equity and educational excellence at the same time.”

A number of Lee’s colleagues in the City Council, including Speaker Adrienne Adams, Sandra Ung, Lynn Schulman, Rita Joseph, Justin Brannan, Gale Brewer and Oswald Feliz have all praised the move to expand the Gifted and Talented program citywide.

New York State Senator John Liu, chair of the committee on NYC Education, said that he is happy to see “positive movement” on accelerated learning in public schools, but remains cautious to the lottery system and “nebulous recommendations” that are a cause for concern for parents and families.

“Going forward beyond this school year, the administration must be sure to engage parents and students who have long called for more accelerated learning in order to address these outstanding issues,” Liu said.

Critics of the program, like Public Advocate Jumaane Williams and Comptroller Brad Lander, say that the revival and revamp of the Gifted and Talented program does not do away with the underlying tones of modern day segregation in the classroom.

Lander said that Elementary school students benefit from learning alongside a diverse group of peers, calling it one of the core virtues of public education.

“Segregating learning environments for elementary students, based on a teacher’s or test’s assessment of how smart they are, is not sound education policy,” Lander said in a statement. “We’ve seen repeatedly that stand-alone G&T programs lead to racial segregation.”

Other leftists like Public Advocate Jumaane Williams have released white papers criticizing the program and instead advocating for a “school enrichment model.”

The model would utilize “a broad range of advanced-level enrichment experiences for all students, and use student responses to these experiences as stepping stones for relevant follow-up,” according to Williams’ report.

“Adding more seats, more access, more opportunity is an improvement that will extend these benefits to more students. At the same time, it is also an expansion of a program that is inherently inequitable,” Williams said in a statement.

Public Advocate testifies about flood resiliency

Public Advocate Jumaane Williams and Councilwoman Carline Rivera have introduced legislation that would require the city to have more emergency planning in relation to flash floods.

The National Weather Service had to issue its flash flood emergency –, which is more severe than a “watch” or “warning,” for NYC in the agency’s history this past September after historic rainfalls from hurricane Ida. 13 people from New York City, primarily in Brooklyn and Queens, died due to being trapped in flooded basements.

The city estimates that there are over 50,000 basement units in the city. But the number isn’t reflective of the reality as most “basement” apartments are illegal and technically classified as cellars – which have worse health standards and safety qualities.

A basement is a story of a building partly below curb level but with at least one-half of its height above the curb level; while a cellar is an enclosed space having more than one-half of its height below curb level – according to the Housing Preservation and Development website. While there was a pilot program to convert units into fully legal basements, the funding was slashed by 92 percent in the 2021 budget under then-Mayor Bill de Blasio.

The current legislation being pushed by Williams and Rivera wouldn’t change the legality of basement apartments but rather focuses on how the city responds to these emergencies. The bill would require the Office of Emergency Management (OEM) to establish a flash flood emergency evacuation plan for residents of multiple dwellings, post plans on the OEM website and conducting outreach, in coordination with the Department of Housing Preservation and Environmental Protection, that provides signage to residents regarding the flood risks and the evacuation plan. It would also require OEM to report on the implementation of the evacuation plan and post their reports on the OEM website.

“In the past decade, New Yorkers have been challenged by the hurricanes and floods that struck the New York City area leading to tragic consequences throughout the five boroughs…While New York City and the rest of the world grapple with the effects of climate change, we can put policies in place to prepare individuals who reside in flood zones,” Public Advocate Williams said during a committee hearing on Fire and Emergency Management and on Resiliency and Waterfronts. “Preparation is the key for maximizing best practices and minimizing tragedies.”

The bill would further require the OEM to release a report on the implementation of its plans within 60 days. The report would be required to give information on the number of multiple dwellings(including basement and first floor apartments evacuated during flash flood emergency), addresses and council districts of evacuated dwellings, challenges in implementing the evacuation plan and the number of people who were evacuated.

“We continue to talk about once-in-a-lifetime, once-in-a-hundred years storms as we now know. There will be much more than that. The horrors that I saw, in the City, during Hurricane Ida. Nothing is worse than losing lives that could have been prevented,” Williams said. “What we saw was the loss of homes, especially in southeast Queens, that we could have prevented and the lives that were lost with preventive intentions and communications. Because we had enough information to let folks know what was going to happen. We also know the areas that are continually flooded. Many of these residents have been complaining for many, many years without movement or response.”

City agencies clear out homeless camp under BQE

As part of the mayor’s clampdown on homeless encampments, one under the BQE was recently cleared

First, it was the subway. Now, it’s the encampments.

A homeless encampment under the Brooklyn-Queens Expressway in Williamsburg was cleared out on Monday March 29 as part of the mayor’s new enforcement policy. Mayor Adams previously told The New York Times on March 25 that he was looking to rid encampments over a two-week period.

A 2021 report from the city found that there were more than 2,000 homeless people in the city but advocates have said that the number is undercounted and doesn’t reveal the full complexities of homelessness in New York. Advocates have also heavily criticized the mayor’s recent subway safety plan and his new encampment policy and lacks the investments in housing and resources to seriously tackle the issue.

According to a January report from the Department of Homeless Services, there are currently 1,208 stabilization beds and 687 stabilization beds throughout the city.

“If the Mayor is serious about helping homeless people, he needs to open thousands of New Safe Haven and stabilization rooms and offer them to those in need, not take away what little protection they have from the elements and other dangers on the street,” Jacquelyn Simone, policy director for the Coalition for the Homeless, said via a statement, regarding the encampment policy announcement.

Homeless outreach teams, the Department of Sanitation, and NYPD officials showed up to the north Brooklyn encampment in 20-degree weather, telling homeless individuals’ to pack up their stuff or risk it being thrown away. Signage was posted on March 25 that the Meeker Avenue area would be cleared out on Monday.

Benjamin Adam, an organizer with North Brooklyn Essentials—a wing of North Brooklyn Mutual Aid that specifically tries to provide harm reduction and goods for homeless people—said that up until the recent announcement his group and the Department of Sanitation had a cooperative relationship. While sweeps are nothing new, Adam says he has been able to have a lot of “positive negotiations” in the past that would prevent mass displacement and damage as opposed to what has happened since the mayor’s announced crackdown.

“It just feels like with the weekend there’s an escalation in terms of what was happening and why it was kind of an all hands on deck this morning,” Thomas Moore, a volunteer with North Brooklyn Essentials, said. Around two dozen other volunteers and community members showed up to help the homeless with the sweep and document the cities’ actions.

A week prior to the latest raid, two long-standing encampments under the BQE were destroyed without notice. Adam said that one of the encampments was over a year old hosting multi-generations of Spanish-speaking day laborers and that the other encampment used a bunch of found materials in order to make a handwashing station and different sleeping areas.

“What’s inhumane is destroying people’s homes,” Adam said, referring to Mayor Adams’s statement that the living conditions on encampments are inhumane. “And if there is any inhumanity in the conditions in which homeless folks live, it is a result of the inaccessibility and dangerousness of the shelter system itself, that forces them to live there. So calling someone’s home, and the condition that they live in inhumane is an absurd idea, because, in fact, these folks would much rather like most people would have healthy environments to eat in and have safe and warm homes. And they’re here because they have nowhere else to go.”

Mike Rodriguez has been homeless for around two years but has never been in a shelter because it would mean he would have to separate from his partner Parker Wolf. He’s not sure where he going to go next since he can no longer pitch his green tent under the Brooklyn Queens Expressway.

“So everybody thinks of us as a danger. But we’re in danger out here,” Rodriguez said, before describing different times he’s been harassed and one time when someone tried sexual assault him and his partner. “It’s not our choice to be out here.Homeless people are just trying to live. Nobody understands how were just as good as the next person.”

McGuinness’s taps into spirit of St. Paddy’s Day

Even a muggy St. Patrick’s day couldn’t keep Sunnyside regulars out of McGuinness’s Saloon.

At the corner of Queens Boulevard and 45th place sits McGuiness’s – a tiny hole-in-the-wall Irish joint. The place was well decorated for the festivities. Green Christmas lights were strewn across the premises, corned beef was served at the typically drinks-only bar and bountiful irish accents drowned out the traditional music playing in the background. The men’s room is to the left of the bar, as a sign clearly denotes, “Men to the left ‘cos women are always RIGHT.”

When you walk into the bar, the first chair is typically occupied by Séan Gorham. For the 25 years McGuinness’s has been open, he has been sitting in that same seat.

When asked why this was his favorite bar Gorman simply said “because it was across the street” before giving his serious answer. It’s because Marie McGuinness makes everybody feel comfortable.

McGuinness immigrated to this country from Donegal in 1987 and moved out to Queens with her husband Brandon McGuinness in 1990. They had worked in the service and bar industry priorly and had always wanted to open a place of their own together. Brandon passed away in 1996, just under a year before the bar that is his namesake opened.

While that bar has its fair share of clientele from Ireland, Marie McGuiness described her customers as “the league of nations” and speculated that even though it was St Patricks Day, the bar had about 20 people from different countries in there.

“I want customers to feel that this is their home away from home – no matter what country in the world they’re from. We have the best bartenders in the world. I want every customer to feel welcomed. If I go into a bar, whether it’s in any country, I would want to feel as welcome as people would make feel here. I always say a woman should be able to walk into any bar alone, set up at the bar, and chat to the bartender about sports or whatever,” McGuinness said.

And the approach has worked.

During the Covid-19 pandemic, Marie struggled to keep the bar afloat. The restrictions placed financial stress on her business but as soon as the options for outdoor dining opened, her crew of regulars sat outside every weekend, even in the snow and crummy weather, in order to help support their favorite bar.

Joe Mennicucci has been regular with his with Kim Hirsch for as long as they can remember. He agrees with McGuiness about the bartenders being the best in the world. Before there were cell phones, he used to pay the bartender five to ten bucks every time the bartender would tell Mennicucci’s wife that every time she called that he wasn’t at the bar.

“It’s been open 25 years since February 13,” McGuinness said. “Hopefully, it will be open another 25 years, I’ll be walking around with my cane.”

Progressives call for the end of 421-a

Progressive politicians have a new rallying cry: “421-a , let it die!”

The little-known abbreviation is a major property tax break for developers that is set to expire this summer – and the left wants to keep it that way. The 421-a tax program was created in 1971 to spurn investment when the city was lacking money. But critics now see it as an antiquated piece of legislation that gives tax breaks for developers while failing to achieve affordable housing.

Under 421-a, developers can receive tax breaks for building housing that is determined affordable at 130 percent of the average median income. In areas like Williamsburg, that means that a single adult making over $100,000 could qualify for affordable housing.

Councilwomen Tiffany Cabán and Pierina Sanchez introduced a resolution to urge the state legislature and Governor to allow the program to expire while Comptroller Brad Lander released an analysis of the 421-a that recommended its lapse and for structural property tax reform to replace it.

New York State Assemblywoman Emily Gallagher has also introduced legislation, that is currently in committee, that would give the state the power to audit potential overcharging of rents in 421-a buildings.

“421-a is not an affordable housing strategy, it’s free billions for developers. At a time when we have so many people desperately in need of vital assistance, we have absolutely got to stop this massive giveaway to the wealthy real estate interests who need it least,” Cabán said.

In recent months, Governor Hochul has proposed a new version of 421-a, called 485-w, that would make modest changes to the affordability requirements and wages for construction workers.

“Governor Hochul’s proposal was offensive: plain and simple. It’s tweaking, in the most minor and modest ways, a program that is fundamentally broken. We need to end 421-a; we need to go back to the drawing board,” Councilman Lincoln Restler said. “ We need to start investing in housing that’s going to end the homelessness crisis that’s going to make sure that each and every family in our community can afford to stay and live in our community.”

The comptrollers report found that this year the city will give up $1.77 billion in 421-a tax breaks while the city comparatively spends 1.1 billion on the city’s Department of Housing Preservation and Development.

“So all the money the city intentionally spends on affordable housing for a wide range of people – folks who have been homeless or folks who are getting a first rung on the homeownership ladder. The whole array of HPD programs is less than we give away in 421-a tax breaks tax breaks,” Lander said.

Lander’s report features a proposal for property tax reform that would replace the 421-a program while still creating incentives for developers to build affordable housing. It includes creating a new targeted affordable housing tax incentive to build true affordability, equalize tax treatment between residential construction, and also introduce a revenue-neutral tax rate for family homes, small rental buildings as well as condos and co-ops.

The 421-a tax program is set to expire June 15th of this year and the proposed deadline for structural tax reform laid out in Lander’s plan would be in the winter of this year.
