The CEO of a major LIC construction services company with ties to multiple City agencies allegedly sexually and verbally harassed two female employees for years, creating a racist and misogynistic workplace that left the victims fearing for their safety.
That’s at least according to a civil complaint filed July 6 in New York’s Eastern District Court against Jerry Agajian, the CEO of Twin Peaks, a company that tests construction materials for compliance.
Plaintiffs Ling Wang and Karen Delara allege that, during their tenures at the company, Agajian gave them racist nicknames, made unwanted sexual advances, showed up to work drunk, spoke explicitly of his sex life, and insisted that they do him personal favors, go- ing as far as to exploit his power to force Wang to act as his personnel chauffeur.
“This is someone who runs a compa- ny who apparently believes that they’re above the law,” said Michael Willemin, an attorney at Wigdor Law — a leading workplace sexual harassment firm — who’s representing the plaintiffs. “This incessant, consistent type of behavior is among the most egregious examples that I’ve seen in my practice.”
The lawsuit requests a jury trial, and alleges Agajian and Twin Peaks violated Federal, State, and City anti-discrimination and civil rights laws.
Twin Peaks, which Agajian founded in 1992, has worked with multiple public agencies, including the New York City Housing Authority (NYCHA), Department of Transportation (DOT), the Economic Development Corpora- tion (EDC), the Parks Department, the Department of Sanitation, as well as Housing Preservation and Develop- ment (HPD), the Metropolitan Trans- portation Authority (MTA), the NY and NJ Port Authority, the Metro-North Railroad, and on taxpayer-funded proj- ects like the JFK Airport New Terminal One, according to the company’s web- site.
“It makes it all the more egregious in some ways that this person is doing so much work basically at the expense of taxpayer dollars for taxpayer-funded projects,” Willemin added.
When asked about the nature of the company’s contracts with City agencies, NYC Law Department spokesperson Nicholas Paolucci responded “We are not commenting at this time.”
The plaintiffs allege that Agajian referred to Wang, a single mother, as “Kung Fu,” “Chopsticks,” and “My Chinese bitch” daily, while he referred to Delara as “My Dominican bitch.” He also reportedly bragged about killing people in the military, his “mob ties,” and having been imprisoned for gang-related crimes.
Twin Peaks’ human resources declined to comment on the accusations when the Queens Ledger called their office.
Wang alleged that Agajian frequent- ly berated her into having dinner with him outside of work hours— meals during which Agajian would become heavily intoxicated and ask Wang inap- propriate questions. According to the complaint, one dinner in October 2022 at Uncle Jack’s Steakhouse resulted in Agajian becoming so intoxicated he could not pay for the meal, leaving Wang to cover the $720 bill. On the way out, Agajian put his arm around Wang and attempted to kiss her, then failed to remember the incident at work the next day.
During an incident in December 2025, Agajian allegedly arrived to work drunk and agitated, before proceeding to put a female employee in a chokehold and say “do not move, or I will kill you.” He then approached Wang and another female employee of Chinese descent and said “there is another Chinese bitch. There are two Chinese bitches here.”
Plaintiffs also cited an incident in February 2026, during which Agajian asked Delara if she’d “ever tried Ar- menian sausage” while staring at his crotch, and another in which he stared at Delara and told Wang “I will get that ass one day.”
Both Wang and Delara were terminated from the company on April 1, 2026.
