The Cuban Assets Control Regulations were issued by the U.S. Government on July 8, 1963, under the Trading With the Enemy Act in response to certain hostile actions by the Cuban Government. They apply to all persons subject to U.S. Jurisdiction.

Criminal penalties for violating the regulations include up to 10 years in prison, $1,000,000 in corporate fines, and $250,000 in individual fines. Civil penalties up to $65,000 per violation may also be imposed.

Therefore, in view of Democratic mayoral candidate de Blasio's federally unsanctioned trip to Cuba in the past, in circumvention of U.S. law via Canadian interlocutor, de Blasio should be arrested and charged with criminal and civil penalties irrespective of whether or not he is an ideological Leninist.
