For several years, Dr. Ketan Desai has been facing allegations that he conspired in 2009 to have the Medical Council recommend that a private medical college be allowed to add more students. Prosecutors there allege he was involved in a conspiracy in 2010 to obtain a 20 million rupee bribe – about $450,000 at the time – in return for having the Medical Council recommend allowing another school to expand its student body.
