UNHCR, the U.N. refugee agency, said the vast majority of the newly displaced were from the Timbuktu region, which has seen a string of clashes involving various groups of gunmen. Civilians said they were fleeing their homes because they feared violence as well as force recruitment by armed groups, UNHCR said.

An army commander blamed Islamist fighters for the rocket strike. Fighting for control of the country's second-largest city has been going on for a year, part of a conflict between former rebel groups who helped topple Muammar Gaddafi in 2011 but now back two rival governments.
