Moise Katumbi, governor of Democratic Republic of Congo's mineral-rich Katanga province, arrives for a two-day mineral conference in GomaMoise Katumbi, a prominent opposition leader in Democratic Republic of Congo, said on Wednesday he would run in November's presidential election when incumbent Joseph Kabila is due to step down in accordance with the constitution. Kabila's opponents say he is trying to cling to power beyond his mandate and Katumbi's declaration could heighten political tension, given that the president has yet to announce his plans. More than 40 people were killed in protests in January 2015 over alleged attempts by Kabila to delay the presidential vote to remain in office.

Suspected rebels in eastern Democratic Republic of Congo attacked a village overnight, killing 16 civilians and wounding seven others, a U.N. spokesman said on Wednesday. The U.N. peacekeeping mission in Congo reported that suspected fighters from the Allied Democratic Forces (ADF), a Ugandan Islamist group, raided the village of Luna, north of Beni in North Kivu province, said Stephane Dujarric, spokesman for the U.N. Secretary General. "The U.N. mission is deploying a fact-finding mission to gather more details about this horrific incident," he said, adding that 1,500 people fled towards Ituri province in the wake of the attack.
