Congo Republic's leading opposition and campaign groups said on Friday they would not take part in talks that could open the way for a third term for President Denis Sassou Nguesso, unless the event was led by an independent figure. Sassou Nguesso called the "national dialogue" in the oil-rich central African nation from July 11 to 14 to discuss possible changes to the constitution. Sassou Nguesso, a 71-year-old former military commander, has not said publicly if he plans to seek a third seven-year term next year.

The landmark trip underscores strengthening ties between the former wartime enemies amid regional maritime tensions involving China. Nguyen Phu Trong will become the first General Secretary of the Vietnamese Communist Party to visit the United States and the White House, diplomats and officials said.

Gaining access to the U.S. Chapter 9 bankruptcy laws for the commonwealth would give a framework for creditors and debtors of public corporations to work out their differences. Allowing the Commonwealth itself to follow the same path as the city of Detroit, which emerged from bankruptcy last year, would be a further step.
