A White House statement issued soon after Trump's inauguration said the United States would also "crack down on those nations that violate trade agreements and harm American workers in the process." The statement said Trump was committed to renegotiating another trade deal, the North American Free Trade Agreement (NAFTA), which was signed in 1994 by the United States, Canada and Mexico.

Guzman spoke softly, addressing Magistrate Judge James Orenstein in Spanish as "yes, sir" and speaking through an interpreter, said an AFP reporter.

The incident occurred about 90 minutes before Trump was sworn in at the U.S. Capitol a mile and a half (2.4 km) away. The group of detainees became a flash point after Trump was sworn in, when a crowd of several hundred that had formed to call for their release turned violent, with some throwing bottles and rocks at police, who responded with tear gas and stun grenades.
