A sign is displayed in an unmarked Serious Fraud Office vehicle parked outside a building, in Mayfair, central LondonBy Kirstin Ridley LONDON (Reuters) - Britain's Serious Fraud Office (SFO) on Thursday drew a line under one of its most embarrassing and damaging episodes by reaching a second out-of-court settlement over a botched investigation that led to the arrests of two property moguls. David Green, who took over the leadership of the agency after the arrest of Vincent and Robert Tchenguiz in a blaze of publicity in March 2011, has averted their 300 million pound damages claim with a total settlement of 4.5 million pounds. Just days after settling the civil claim brought against the SFO by Vincent for 3.0 million pounds, the SFO said it had reached a 1.5 million pound deal with Robert. Green apologised again for the agency's misdeeds under previous SFO head Richard Alderman.
