ISTANBUL (Reuters) - One of two explosions that struck outside an Istanbul soccer stadium on Saturday night was thought to have been caused by a suicide bomber, Turkish Interior Minister Suleyman Soylu told reporters in comments broadcast live on television. The suspected suicide bomber struck in Macka park, next to the Vodafone Arena, home to Istanbul's Besiktas soccer team, while the second explosion hit directly outside the stadium, Soylu said, describing the attack as a "cruel plot". Russia is among 11 non-OPEC countries which agreed to cut oil output by 558,000 barrels per dayEleven countries agreed on Saturday to cut their oil output, teaming up with the OPEC cartel in an exceptional bid to end the world's glut of crude and reverse a dramatic fall in income. Russia and 10 other non-OPEC states will reduce their production by more than half a million barrels per day (bpd), OPEC announced. "I am happy to announce that a historic agreement has been reached," said Qatar's Energy Minister Mohammed Bin Saleh Al-Sada, whose country holds the rotating presidency of the Organization of the Petroleum Exporting Countries (OPEC).

Long-ruling Jammeh had conceded defeat publicly last week after his narrow loss to opposition leader Barrow. The surprise election result that ended Jammeh's authoritarian 22-year rule had been widely seen as a moment of democratic hope and a chance to end repression in a country known as a police state.
