Four people who climbed a Moscow skyscraper on Wednesday and attached a Ukrainian flag to its spire have been charged with vandalism by Russian police and may face three years in jail. The protesters also managed to paint half a massive yellow star at the top of the spire with blue paint, so it resembled the yellow-and-blue national colours of Ukraine. Kiev says that Russia, which annexed Crimea in March, is arming separatist rebels in eastern Ukraine. Russia denies this, and says Ukraine is persecuting Russian-speaking citizens.

By Natalia Zinets KIEV (Reuters) - Ukraine's conflict with separatist rebels is draining the economy by the day and hampering efforts to implement reforms as required by an IMF bailout programme, Prime Minister Arseny Yatseniuk said on Wednesday. According to the terms of a $17 billion International Monetary Fund loan package, Ukraine must implement set reforms, but the country, which is virtually bankrupt and running wide external deficits, has had to divert substantial funds in its fight to contain the pro-Russia insurgency. Attacks by separatists on the infrastructure of the industrial east - mines, power stations, railways and bridges - were intended to strangle the economy, Yatseniuk told a government meeting. "We're losing economic potential by the day ... Russia is aware that rebuilding the Donbass (the industrial east) will cost not millions but billions of hryvnia," he said.

BERLIN (Reuters) - Germany is prepared to send arms to Kurdish security forces in northern Iraq fighting Islamic State militants, Germany's foreign and defence ministers said on Wednesday. Military equipment such as helmets and security vests would be sent immediately, Foreign Minister Frank-Walter Steinmeier said, adding that Berlin had agreed also to send weapons. "We can imagine providing further equipment, including weapons. Great Britain, Italy and France have decided to send such goods and we are prepared to do so too," he told reporters. ...
