WASHINGTON (AP) — Rep. Paul Ryan proposed a new plan Thursday to merge up to 11 anti-poverty programs into a single grant program for states that he said would allow more flexibility to help lift people out of poverty.

A fence surrounds the state prison in Florence, Ariz. where the execution of Joseph Rudolph Wood was scheduled to take place on Wednesday, July 23, 2014. Arizona's highest court on Wednesday temporarily halted the execution of the condemned inmate so it could consider a last-minute appeal. The Arizona Supreme Court said it would consider whether he received inadequate legal representation at his sentencing. The appeal also challenges the secrecy of the lethal injection process and the drugs that are used. (AP Photo)Since the start of the year, executions in Ohio, Oklahoma and Arizona have gone awry, with inmates gasping for breath as lethal drugs coursed through their bodies. The Associated Press had witnesses at the executions of the three inmates. A look at how each unfolded:

Burkina Faso - Algeria mapBy Hamid Ould Ahmed ALGIERS (Reuters) - An Air Algerie flight crashed on Thursday en route from Ouagadougou in Burkina Faso to Algiers with 110 passengers on board, an Algerian aviation official said. There were few clear indications of what might of happened to the aircraft, or whether there were casualties, but Burkino Faso Transport Minister Jean Bertin Ouedrago said it asked to change route at 0138 GMT (9.38 p.m. EDT) because of a storm in the area. "I can confirm that it has crashed," the Algerian official told Reuters, declining to be identified or give any details about what had happened to the aircraft on its way north. Niger security sources said planes were flying over the border region with Mali to search for the flight.
