How could Mayor Bill de Blasio not know the details for the Second Avenue Subway Phase 2 contained in the agreement with Governor Andrew Cuomo in the revised $29 billion Metropolitan Transportation Authority 2015 - 2019 Five Year Capital Plan, including the deletion of $1 billion?

His own staff negotiated the deal with those of Governor Cuomo. Where was Department of Transportation Commissioner Polly Trottenberg and his other MTA board members when they voted to adopt the plan on October 29?

De Blasio reminds me of Captain Renault from Casablanca who said "I'm shocked, shocked to find that gambling is going on in there."
