NOTICE TO BIDDERS:Notice is hereby given that sealed cost proposals are being sought by the New York & Atlantic Railway Company (NYAR) for construction of a relocated freight transload facility in Long Island City, New York including the following. Quantities • Remove & dispose of concrete pavement, 10,350 Sq.Yds (5400 Cu.Yds) • Soil Excavation (on site), 3,500 Cu.Yds • Erect fence and gates 400 ft. Erect Prefab Butler Building – 10,200 Sq.Ft.. • Drive steel H Piles 6,600 L.Ft. • Cast in place concrete slab foundations, pile caps, 5580 Cu.Yds. • Install Interior partitions, paint, electrical controls, and sprinkler system. • Place Trailer Building, 3640 Sq.Ft. Rehab Existing Freight Building • Replace electrical controls and lights. • Repair overhead manual metal doors, 4 • Construct wood handicap ramp, 310 Sq.Ft. • Construct unloading ramp: micro piles 3000ft.; cast in place concrete 1425 cu.yds.; precast hollow core plank 1940 Sq.Ft. Site Utilities • Furnish and install outside lighting – 10 poles, 19 lights • Furnish and install water main and hydrants – 1670 Ft. • Furnish and install sanitary sewer – 860 Ft. • Furnish and install storm sewer – 4460 Ft. Track Installation • Construct Track – 2600 TF • Construct and Install #8 - #115 turnouts – 6 • Dump ballast and surface track and turnouts – 3,000 Tons • Furnish and install field welds – 10 (Track Material except for Field Welds to be supplied) Copies of the plans, specifications, and bid documents will be available on or after April 29, 2013 at New York & Atlantic Railway offices, 68-01 Otto Road, Glendale, NY 11385 (Fresh Pond Yard). A check for $100.00 payable to NYAR is required to obtain the plans. The pre-bid meeting is scheduled for Thursday May 16, 2013 at 10:00am EDT at: New York & Atlantic Railway 68-01 Otto Road Glendale, New York 11385 (Fresh Pond Yard) A tour of the project site will be given at that time. All bids must be made on the official Bid Form and enclosed in a sealed envelope that is plainly marked “Relocation of Freight Transload Facility Project”. This is a unit price bid as specified on the Bid Form. Bids will be received until Thursday May 23, 2013 at 2:00pm EDT at which time they will be publicly opened and read aloud. New York State prevailing wage rates will not be required for this project. The successful bidder will be required to deliver the materials within the time frame specified in the Bid Documents. NY&A reserves the right to reject any and all bids, to waive any and all informalities and the right to disregard all nonconforming, non-responsive or conditional bids. All bids must be made on the Official Bid Form or an exact copy by reproduction thereof and enclosed in a sealed envelope. This is a unit price bid as described in the Instructions to Bidders. No bidder may withdraw his bid within forty-five calendar days after the actual date of the opening thereof. Each bid must be accompanied by the bid security in the amount of five percent of the base bid in the accordance with the Instructions to Bidders. The successful bidder will be required to furnish construction performance and payment bonds in the full amount of the contract price. The bidder will also have to supply proof of insurance (by a state licensed carrier) as specified in the Project Manual, including Railroad Protective Liability Insurance.
